Executive Summary


Fluor was awarded a services agreement by PKN ORLEN to provide project management contractor (PMC+) services for the expansion of its olefins complex in Plock, Poland. The Olefins Expansion Project is a key pillar in PKN ORLEN’s Petrochemicals Development Program.

Client's Challenge


The expansion is PKN ORLEN's largest petrochemical investment program to date, part of their 2030 Strategy. The expanded, modernized and more efficient olefins complex is PKN ORLEN's third. It will benefit the Polish economy and invigorate Poland's transition to becoming a net exporter of petrochemicals. PKN ORLEN is also rejuvenating the complete Plock complex as the heart of the company with an array of new, revamped and improved utilities, offsites and infrastructure serving the entire production value chain for the next 30 years of PKN ORLEN's investment plans.

Fluor's Solution


The scope of the PMC+ agreement includes unlimited technical consulting and project management services, as well as basic engineering for a large utilities, offsites and infrastructure scope. Our Gliwice, Poland, office is executing and leading the work with support from our Amsterdam office and global technical experts. We have engaged Polish specialist companies and the wider engineering industry to provide solutions for all of PKN ORLEN's project development needs.

Conclusion


When complete, the expanded olefins complex will include a new steam cracker and products recovery system as well as several additional downstream units integrated into the massively upgraded Refinery & Petrochemical/Chemical complex. Work began in November 2019 based on feasibility and scoping studies done earlier in a collaborative partnership spanning decades. Project completion is expected in 2025.
