Executive Summary


Fluor provided consultancy services for the Electricity Generating Authority of Thailand (EGAT) for a floating storage and regasification unit (FSRU) and its associated facilities in the upper Gulf of Thailand.

The scope included reviewing the feasibility study and performing the front-end engineering and design (FEED) of the FSRU, jetty and onshore and offshore pipelines with facilities. Fluor also provided the business model for the project, the capital expenditure/operating expenditure and business recommendation, the bidding terms of reference and the input data for the environmental impact assessment to the community.

Client's Challenge


EGAT is a state-owned enterprise and one of the largest power producers in Thailand. In order to meet the country's increasing natural gas demand for electricity, EGAT planned to build a 5 MTPA offshore liquefied natural gas (LNG) terminal, floating storage and regasification unit (FSRU), to supply the natural gas to EGAT's current and future gas power plants.

Located 20 kilometers off the coast of Thailand, the FSRU would enable LNG to be received from cargo ships and transferred as natural gas through pipelines and to power plants 38 kilometers from the coast, passing through commercial and residential areas of Bangkok, Thailand's busiest district.

Fluor's Solution


Fluor performed the FEED for the FSRU, marine berth and onshore and offshore pipeline connections. We also provided consultancy services for the project, including business model and recommendation, the construction and operation costs for the project's life span, the terms of reference for bidding and support data for the environmental impact assessment project approval.

Conclusion


Fluor completed the FEED in 2019.
