Building a Better World in the Netherlands
In 1957, Fluor and Schuytvlot began working together on projects in the Netherlands and Europe. In 1964, the Fluor-Schuytvlot Engineering Company became known as Fluor Netherlands. Since that time, Fluor Netherlands has executed work throughout Europe as well as the Middle East and Africa.
Fluor Netherlands has continued to expand, moving into a new BREEAM-certified office in Amsterdam in 2015. With multiple operating locations across the Netherlands, Fluor is capable of executing the engineering, procurement and construction of capital megaprojects.

In 1888, John Simon "Si" Fluor emigrated from Switzerland to America in search of challenges and opportunity. He previously trained as a journeyman carpenter in the Swiss guild and brought with him the ethos that system embodied — a reverence for craftsmanship and the ambition to build structures that would outlast the builder.
In 1912, Mr. Fluor founded Fluor Construction Company in Santa Ana, California, leading the company until his death in 1944. Fluor Construction Company performed general contracting at the start and quickly gained a reputation for quality and innovation.

Fluor opens its first office in the Netherlands with the founding of Fluor-Schuytvlot.

Fluor London selected Ingenieursbureau Schuytvlot as subcontractor for the design and construction of an acid treater. The partnership combined Fluor's knowledge of major engineering and contracting order with Schuytvlot's knowledge of European design and construction codes.

Fluor opens first Haarlem office at the Fonteinlaan, an old hotel.
The Haarlem site would become the seat of European and African operations. By the mid-1970's, Fluor was the largest engineering and construction company in Western Europe.

One of the first Fluor-Schuytvlot projects was a natural gas installation for Wintershall A.G. in Germany.

After the 1959 merger, the existing office space was inadequate. The location of the new office was selected strategically for its proximity to Schiphol Airport. When the new building at the Schipholweg was occupied at the end of 1961 there were nearly 300 employees.

In 1964, Fluor purchased the remaining 25 percent of shares held by Schuytvlot. The company name was changed to Fluor Netherlands.

By the end of the 1960s Fluor had outgrown its office near Amsterdam and decided to move back to Haarlem. In 1972, Fluor opened an office at Surinameweg 17 in Haarlem. The office could accommodate 1,000 employees. It was designed as a multi-purpose building that would be easy to sell in the future.

Fluor provided engineering, procurement and construction management for the Ju'aymah Terminal, one of the world's largest crude oil facilities.

Gist Brocades contracted Fluor to execute the engineering, procurement and construction scope for the solvents recovery portion of their pharmaceutical plant in Delft.

Fluor Haarlem works on Aramco's Yanbu project

1979: Fluor Haarlem works on Aramco's Yanbu project

Fluor Haarlem's Yanbu work contributed to the industrialization of the Red Sea coast. Fluor Haarlem performed engineering and procurement work for the client. In order to complete Aramco's engineering scope, Fluor rented extra building facilities in Amsterdam and bused the engineering staff from Haarlem to Amsterdam daily to meet the demand.
1980s
Fluor Netherlands successfully completes large chemicals project in Rotterdam.
1981
Fluor Haarlem awarded large Esso Nederland contract

The awarded project consisted of the expansion and modernisation of the Esso refinery in the Botlek area, close to Rotterdam. It was the largest investment that Esso had ever made in the Netherlands and, at that time, the largest order ever carried out by a Dutch company in the Netherlands.
Fluor Netherlands completed the detailed engineering, procurement and construction of the Flexicoker, vacuum distillation unit and revamps of the existing utilities and offsites facilities.

Fluor Netherlands completed the engineering, procurement and construction management scope of Billiton's Magnesium Oxide Plant in Veendam.
1983
Flexicoker mega-project construction begins in Botlek

The Esso Flexicoker construction began in 1983. The project was executed as a multi-office project. Fluor offices in Haarlem, Camberley and Houston along with local partner companies executed the EPC scope.

Esso Flexicoker mechanical completion

The Esso Flexicoker project was seen as an example of a mega project for the EPC industry. The refinery reached total mechanical completion in mid-1986. The start-up phase initiated soon thereafter. The Esso Flexicoker was officially commissioned on March 26, 1987 by Prince Claus in Rotterdam.

Fluor engineered, procured and managed the construction efforts for Baxter Travenol's warehouse, office and laboratory in Utrecht.

Fluor receives sole source award for fluid cracking catalyst plant
1987: Fluor receives sole source award for fluid cracking catalyst plant
Fluor was awarded the engineering, procurement and construction management for Engelhard Corporation's Fluid Cracking Catalyst Plant in Terneuzen, the Netherlands. The facility made fluid cracking catalysts that oil refineries used to extract higher octane fuels from lower grades of crude oil. The project was complete in 1989.

The Bergen Op Zoom office was established to provide client-specific services for small capital project activities in the Netherlands and Belgium. Currently the office provides operation and maintenance services for small capital clients throughout the Europe, Middle East and North Africa region.

Fluor's construction of the manufacturing plant expansion began in 1991 and was completed in 1993 in Bergen Op Zoom. Fluor expanded the plant's tobacco processing, primary capacity from 46,000 to 90,000 tonnes / year.

Fluor's Haarlem office executed the detail design and acted as construction manager for Mead Corporation's Paper Converter Plant in Venlo, the Netherlands.

Fluor Infrastructure BV was established in 1995 to execute the HSL-Zuid Project. Initially the office was located in Zoetermeer, but in 2007 the office was relocated to Hoofddorp. The Hoofddorp office is Fluor's Infrastructure Operations Head office for infrastructure project execution and sales in Europe.

Fluor provided EPCM services to NAM for the construction of their grassroots low temperature separation plant which would process sweet natural gas, including glycol injection and 25km of pipeline. After GBI Anjum Phase I was completed in 1996, Fluor was then awarded a Phase II engineering contract by NAM.

Fluor was contracted by NAM to prepare a project specification and to deliver detailed engineering, procurement and construction assistance for the GBI Anjum Phase II Project. The award included providing several engineering packages to revamp the existing LTS plant, including the integration of a turbo-expander / compressor unit, slug catcher facilities and a second LTS train.

Under the Memorandum of Understanding between Dow/PIC and Fluor, Fluor was to conduct PMC services and front-end engineering and design for utilities and infrastructure, including early site work for the OL2K project. This complex project was executed from Fluor's offices in Haarlem, Manila, Shuaiba and Abu Dhabi.

Fluor served as the managing partner for Infraspeed, a Special Purpose Vehicle selected by the Dutch Government to deliver the first high-speed rail line in the Netherlands.

On August 2, 2013 Fluor Chairman & CEO, David Seaton and the Board of Directors travelled to the Netherlands to break ground on the new Fluor office located in the greater Amsterdam area. In September 2013, Fluor received the BREEAM Excellent Design Certificate for the building's sustainable design and intended operation.

Fluor's office in Haarlem provided engineering and design support for ExxonMobil's Antwerp Northwest Europe Resid Upgrade Project (ANWERUP).
Fluor is responsible for the refinery's new delayed coker unit that will convert heavy, higher sulfur residual oils into transportation fuel products such as marine gasoil and diesel fuel.

2014: Super Absorbent Polymer Plant selected as Global Best Project in Manufacturing by ENR

SAPCO has a proprietary process to produce super absorbent polymer. They contracted Fluor to build their new production facilities. Fluor was responsible for basic engineering of the plant as well as engineering, procurement and construction of the facilities. In 2014, Fluor's Super Absorbent Polymer project was selected by Engineering News-Record as the Global Best Project in the Manufacturing category.

Amsterdam Office Opens

Fluor celebrated the Grand Opening of its new office in Amsterdam on February 19, 2015. Fluor moved from Haarlem to its new sustainable office building in Beukenhorst-Zuid Business Park near Schiphol airport.
The interior of the newly-built building encourages project team collaboration that is tailored to meet client requirements to house large international project teams. The design has a high level of open space and outside light with an atmosphere designed to connect employees thereby increasing job satisfaction and productivity.

Construction on Gate Terminal BV's LNG Break Bulk Terminal is underway in Rotterdam. Fluor was awarded the opportunity to work with Gate Terminal to provide LNG as a transportation fuel for Europe. Fluor's EPCM scope at the terminal includes the jetty, loading facilities, boil-off gas compressors, connection to the LNG terminal and other facilities.

Fluor’s joint venture FDH JV team was selected by KNPC as the preferred bidder for major engineering, procurement and construction (EPC) packages for the new Al-Zour Refinery project. The FDH JV team will execute the EPC of Packages 2 and 3 of the Al-Zour Refinery on a lump sum basis. The Al-Zour Refinery is located in Al Zour, approximately 90 kilometers south of Kuwait City, adjacent to the existing Al-Zour South Power Plant. When completed, the new complex is expected to be one of the largest refineries in the world, producing 615,000 barrels per day.

Fluor is a partner in IXAS Zuid-Oost selected by the Dutch Government to deliver the A9 Gaasperdammerweg public-private-partnership (PPP) project. The A9 project is an upgrade and expansion of the existing A9 highway between junctions of Holendrecht and Diemen (in Amsterdam, the Netherlands). The project location is situated in a densely populated area with many external stakeholders and interfaces. Fluor is self-performing its share of the project.

A Fluor joint venture was selected in a public tender as the most competitive bidder to design, construct and commission KNPC’s Mina Abdullah Package 2 Clean Fuels project. Fluor began detailed engineering and design in 2014 and started construction in 2015. The MAB2 package facility comprises a world-scale hydrogen plant (steam reformers), sulfur block (SWS, ARU, SRU) and utilities, offsites and non-process buildings. It also covers modifications to the existing Mina Abdullah refinery units.

The 3Angle B.V. special purpose company, comprised of Fluor, 3i Infrastructure and Heijmans Capital, is responsible for the financing, design, construction, management and maintenance of the reconstruction of the A27 motorway between Utrecht North and Eemnes Junction, as well as the A1 motorway between the Eemnes Junction and the Bunschoten-Spakenburg interchange. Construction is due to be completed by the end of 2018, followed by the commencement of a 25-year maintenance period.

Fluor, as part of joint venture ZuidPlus, was selected to deliver the Zuidasdok project for the City of Amsterdam. Zuidasdok involves the widening and partial underground installation of the A10 South motorway and expansion of the Amsterdam-Zuid Station. Zuidasdok is located in Amsterdam at the financial district, also known as the Zuidas. The previously segmented Zuidas business district will be reconnected into one living, working and shopping area.
Zuidasdok is currently one of the largest infrastructure projects in the Netherlands. Construction is expected to commence in 2019 and conclude in 2028, followed by a seven year maintenance period.
