A27/A1 Motorway Project

The 3Angle B.V. special purpose company, comprising Fluor, 3i Infrastructure and Heijmans Capital, reached financial close with the Dutch government in 2016 for the A27/A1 public-private partnership project in the Netherlands.

3Angle is responsible for the financing, design, construction, management and maintenance of the reconstruction of the A27 motorway between Utrecht North and Eemnes Junction, as well as the A1 motorway between the Eemnes Junction and the Bunschoten-Spakenburg interchange. Fluor and Heijmans provided engineering, procurement, construction services and operations and maintenance during the operational phase with equal shares.

Upon construction completion, the project will begin a 25-year maintenance period. The project officially opened to traffic in November 2018.

Client's Challenge

The Directorate-General for Public Works and Water Management of the Netherlands (Rijkswaterstaat) is undertaking the reconstruction to secure safety and improve traffic flow on the A27 and A1 motorways while respecting the surrounding natural environment.


Fluor's Solution

As part of a special purpose company, Fluor provided engineering, procurement and construction services, as well as operations and maintenance, for reconstruction of the A27 and A1 motorways. The public-private partnership project included widening the A27 motorway to two three-lane traffic lanes, widening the A1 motorway to two four-lanes and increasing capacity at the A27/A1 connecting curve within the Eemnes Junction.

The project involved construction of more than 23 kilometers (14.3 miles) of motorway. More than 125,000 metric tons of quieter asphalt were installed, and 10 kilometers (6.2 miles) of sound barrier and smart construction methods were implemented to reduce the impact of construction on surrounding communities. Recycled asphalt was used to provide a sustainable new top layer of the road.

The 3Angle team worked closely with key stakeholders and local communities in the redesign of the viaducts and public green spaces. Ensuring the welfare of local wildlife was also a key consideration, and a fauna tunnel was constructed to protect the habitats of animals living near the road.​


In November 2018, the widened and upgraded A27/A1 motorways opened to traffic two months ahead of schedule. 3Angle is responsible for the 25-year management and maintenance period of the widened A27 and A1 motorways until 2043.

In June 2019, 3Angle received notice from the client that the team achieved all the requirements and conditions necessary to obtain the Completion Certificate for the A27/A1 project.
