Executive Summary


Fluor provided a variety of facility and base operations support services at the Naval Air Station (NAS) in Pensacola, Florida. The NAS, known as the Cradle of Naval Aviation, is home to the world-famous Blue Angels flight demonstration squadron.

Client's Challenge


All naval aviators, flight officers and enlisted crewmembers start their flight training at NAS Pensacola, a large responsibility for the 16,400 military and civilian employees at NAS.

In addition to flight training, NAS provides extensive technical training including cryptology and electronic warfare operations training; search and rescue operations; beachfront recreational facilities; a 60-bed hospital; and housing for military personnel.

The reach for NAS Pensacola includes Saufley Field, with two active runways and three aircraft buildings; Corry Station, home to the Naval Technical Training Center that trains 7,500 students annually; and extends to the Naval Support Facility in Pascagoula, Mississippi.

The Navy needs a committed partner to manage the base operations, including emergency response, facilities, safety, environmental, utilities, vehicles and equipment services support. Both preventive maintenance and rapid response to services requests are critical to ensuring that NAS Pensacola functions seamlessly, which allows the Navy to focus on its core mission.

Fluor's Solution


Fluor answered the Navy's call and provided reliable, worry-free support to NAS, starting in 2007. We developed an Integrated Maintenance Program with the Navy to set goals to ensure optimum performance for the most critical equipment, including the fire protection, electrical power, chiller plant, natural gas, wastewater, steam distribution, and water distribution systems. We operated and maintained all of these systems; maintained and made any necessary repairs to the various facilities; provided pest control and pavement sweeping services; and serviced and maintained all the vehicles and equipment on base, from aircraft and firefighting trucks to cars and forklifts.

Daily tasks were always varied. Tasks included inspecting unfired pressure vessels, monitoring the chiller plant, responding to a broken-down vehicle, operating the pH monitoring station, and repairing high-voltage transmission lines.

In addition to operating under a preventive maintenance plan, we established a service center, which was on call 24 hours a day, 7 days a week to respond quickly to service calls for support. To ensure that certified personnel were always available to respond, we used cross-utilization training so that multiple individuals received training in a specific task.

Fluor's steadfast and reliable maintenance, operations, and services at NAS Pensacola allowed NAS to provide the best training and support to the Navy and its service members.

Through our focus on safety, the environment and quality, NAS operated safely, in compliance with all environmental concerns and with all equipment and facilities functioning in optimum condition. Our behind-the-scenes support and will-do attitude ensured that the Navy had everything it needs for mission success.
