Executive Summary
Fluor provided engineering, procurement and construction management services for auxiliary units, utilities and offsites for the EFRA Investment Program. Our scope included the utilities and offsites of a new delayed coker unit at the Gdansk, Poland refinery of Grupa LOTOS. The purpose of the new unit was to eliminate the production of high sulfur oil, reduce the road asphalt production and increase middle distillates production.
Client's Challenge
Grupa LOTOS planned to deepen conversion at its Gdańsk Refinery by building the delayed coker complex. The complex required modification of the refinery configuration, utility and auxiliary systems and offsites. The delayed coker unit would convert heavy residues into liquefied petroleum gas, coker naphtha, gas oil and pet coke, which would be marketed.
Fluor's Solution
New auxiliary units, offsites and utilities included a condensate station, natural gas pipeline, an amine regeneration unit, sour water stripper, fuel gas system, storage tanks and associated pump stations, power distribution systems, cooling water tower, water treatment systems and buildings and roads.
Conclusion
We provided engineering, procurement and construction management, as well as overall project management, for the EFRA utilities and offsites project for Grupa LOTOS.
