Executive Summary


Fluor was one of two firms partnering with the South Carolina Department of Transportation (SCDOT) to implement the Construction and Resource Management (CRM) Program.

This statewide program was established to speed the implementation of 200 projects from 27 years to seven. Projects included interstate widening and interchange improvements.

Client's Challenge


To implement this massive program, SCDOT divided the projects into western and eastern regions, selecting Fluor to manage projects in the western region.

The program contract enabled us to provide personnel to complete the projects, rather than the state hiring additional workers.

Fluor's Solution


We provided engineering services, right-of-way acquisition, utility coordination, procurement, program and construction management, quality services and financial management services for the project.

Working closely with SCDOT program managers, we assisted with coordinating design and construction activities and with strategic planning and project financial management.

In support of financial management, we developed a state-of-the-art enterprise system that allowed SCDOT to:

  • Forecast and control cash flows and federal obligations

  • Forecast bond use based on program needs while meeting the bond constraints

  • Report project and program status

Conclusion


The CRM contract included road and bridge widening, as well as new alignment projects. We managed 47 projects with a total value of $870.5 million.

Under our supervision, construction contractors worked more than 1.3 million safe labor hours with zero incidents, earning safety commendations for Fluor from several organizations.
