Executive Summary
The COOEC-Fluor Heavy Industries Co., Ltd. (COOEC-Fluor) fabrication yard has safely completed fabrication of the topsides, living quarters and drilling modules for China National Offshore Oil Corporation (CNOOC) Huizhou offshore oil platform project. The modules sailed away on schedule in July 2018, destined for the Huizhou 32-5 oilfield development in the Pearl River Mouth basin of the South China Sea, approximately 170 kilometers southeast of Hong Kong.
Client's Challenge
CNOOC is the largest producer of offshore crude oil and natural gas in China as well as one of the world's largest independent oil and gas exploration and production companies.

Fluor's Solution
The COOEC-Fluor fabrication yard delivered the Huizhou module on schedule, fabricating the 4,000-ton, four-deck topsides in less than 12 months. The team delivered the module with no follow-on work.
The project team optimized the fabrication method and onshore commissioning scope, which minimized the schedule-intensive offshore installation requirements.
The COOEC-Fluor team was also responsible for the close-out activities and sea fastening work.
Safety was at the forefront of all activities. The team achieved 1.5 million work hours without a lost-time incident.

Conclusion
The Huizhou Oilfield topsides fabrication module was completed safely and on schedule. The CNOOC platform was expected to produce oil through 2030 and beyond.
