Assembly Test Conversion

Fluor provided engineering, procurement and construction management for the conversion of a 1.2 million square foot building to a semiconductor – assembly/test facility in Asia.
The project was a retrofit of an existing solar photovoltaic manufacturing facility converting over 456,000-square-feet of class 100k and 10k cleanrooms. The project included labs, warehouse, shipping and receiving, gas and scrubber system, industrial wastewater treatment plant, utility plants, cafeteria, fitness center and administrative buildings.

Advanced Packaging Fab

Fluor is providing comprehensive ‘owners agent’ construction management services on this new 700,000-square-foot clean room advanced packaging fab at an existing semiconductor campus in Penang, Malaysia.

Fluor provided the programming and positioning phases and began pre-construction and detailed facility design for a new semiconductor fab before the project was paused by the client. The facility was designed as a four-story manufacturing building with 332,000 square feet of cleanroom space on an existing semiconductor campus. The building addition consisted of a typical flow-through fab with dedicated air return shafts and FFU’s. The facility design was based on customer’s existing fab with some adjustments, including a sub-utility level, utility level, sub-fab, cleanroom fab, fan deck, and roof-level interstitial.

Fluor is providing engineering, procurement, and construction management services for the completion of a new manufacturing support building at an existing client site in Oregon that included 30,000+ square feet of cleanroom space. The building consists of a sub-fab and utility level, cleanroom fab level, fan deck and utility level, and roof level.

Fluor provided positioning, programming and detailed design for a new 96,000-square-foot facility with 10,000-square-foot cleanroom space for a new mask facility. Project included three-story FAB with utility level, clean subfab level, flow-through ISO 5 cleanroom manufacturing level and interstitial/fan deck as well as a Central Utility Building (CUB) with exterior and interior facility support, and a clean link to an existing main facility for AMHS product transfer. Additional coordination to support full fire access & a three-story hydrogen fuel cell platformed power supply for 100% off-grid power.

Large-Scale Packaging and Test Facility

Fluor completed the concept and basis of design on a brownfield semiconductor fabrication facility that is 1.64 million square feet of new facilities, including 680,000 square feet of multi-level manufacturing cleanroom space, PUB/CUB building, administrative building, warehouse, emergency generator station, and parking structure. Utility generation for the site is provided by shared equipment and systems and is distributed to the manufacturing areas as required based on the client-provided utility model.

Vice President of Semiconductors
Denis leads our semiconductor division, bringing more than 30 years of experience in global project delivery and design/build execution for semiconductor and advanced technologies facilities. He has led large scale EPCM delivery operations covering four continents throughout his career. Denis is focused on strengthening Fluor’s semiconductor business, aligning Fluor’s market strategies and project delivery capabilities with evolving customer needs.

Steven Bullock
Director, Global Semiconductor Business Development
Steven has more than 30 years of leadership experience in process, mechanical, and electrical contracting across Semiconductor, Biopharmaceutical, Chemical Processing, Data Centers and General Industry sectors. He has a proven record of scaling revenue, improving profitability, and leading high-performance teams across these industries. Steve has a specialization in ultra-high purity piping systems, process tool installation, water/waste systems, mechanical and electrical equipment hook-up, system modularization, HVAC, and plumbing.

Ram Seshadri
Semiconductors Market Leader
Ram Seshadri leads our semiconductor division within Advanced Technologies & Life Sciences (ATLS) business line. He has more than 30 years of large design and construction experience, including programs with more than 15 million workhours.
We are master integrators at implementing engineering, procurement and construction for customers across the globe. There is no project that is too small or too big for Fluor.

David James
Director, Semiconductor Design Engineering
David has 40 years of experience as a director of process and specialty engineering . He has worked in fabrication facility operations, maintenance, engineering, tool install, and fab design. He has participated in 22 fab and 3 assembly, test, and packaging projects. David has both Continental U.S. and international site selection experience. He has lead IDM Global Operations Excellence, Reliability, Standardization, and Sustainability Programs.

Greg Elliott, PE, PMP
Senior Engineering Director
Greg Elliott has 30 years of experience in the engineering industry, currently focused on the semiconductor industry. His earlier experience includes operations management for an international office; project management on biotech, mining and metals, and energy solutions projects; estimating; construction contracts management and field engineering; piping materials engineering and stress analysis; and chemical research and development. Greg holds a PE License, a Project Management Professional certification from the Project Management Institute and is a certified instructor for Fluor University® engineering management and risk management courses.

Yash Varshney
Senior Project Director
Yash is a senior project director with more than 30 years of experience in project, engineering, and construction management. He has discipline experience as a piping lead for design and detailed engineering for refineries and offshore facilities, petrochemicals, and chemical plants, both stick-built and module construction.

Robert Sherriff
Project Director
Robert is a dynamic, globally experienced project director with 29 years of large-scale engineering, procurement, and construction (EPC) experience. He recently was EPCM project leader for a fab expansion at a semiconductor campus for a confidential client in the United States. He has helped establish nine company satellite and project offices and staffed operations in culturally diverse locations. He has negotiated prime and subcontract agreements and delivered projects under an array of contract types in multiple countries. Robert places strong emphasis on people development and project execution fundamentals. He is client-focused, globally minded, and driven by the opportunity to create profitable outcomes through close alignment and collaborative interface.

Iris Cordova
Senior Process Engineer
Iris is a senior process engineer with 17 years of experience in microelectronics, materials, advanced processing, and catalysis areas that include research and development, manufacturing, project management, and design. Her career has included diverse manufacturing process projects around the world including Latin America, Asia, and the United States. Since joining Fluor in 2023, Iris has held process engineering roles mainly in semiconductors, including process lead for system design in gas and chemical delivery systems for a chips fabrication facility, as well as process lead for a cutting-edge masking facility project.

Stuart Mosby
Executive Program Director
Stuart Mosby has more than 30 years of experience working on a wide range of international projects, predominantly engineering and construction management for the advanced technologies business (semiconductor, data centers, and photovoltaic facilities), life sciences, high-tech manufacturing, and infrastructure industries. He is adept at working in a collaborative manner with a can do attitude, building relationships at all levels of the project.

Todd Mion
Fab Architectural Specialist
Todd has over 28 years of architectural and project management experience, including more than 7 years with Fluor’s Project Development Studio. His background spans both corporate facilities management and multi-discipline A/E/I environments, providing a comprehensive understanding of client needs and project execution from multiple perspectives. Todd has led and contributed to the building design and site master planning of diverse facility types worldwide, including data centers, semiconductor manufacturing, laboratories, environmental and industrial facilities, solar plants, general manufacturing, research spaces, modular-deployable medical units, military maintenance, and aerospace facilities.
