Fluor executed an engineering, procurement, and construction management scope on two cutting-edge colocation data centers in India for a confidential Fortune 500 client. The project was successfully completed with 14.5 million safe work hours, outstanding quality, and time-to-market delivery by Fluor’s data center excellence team working in New Delhi and locally on the project with support from our global subject matter experts.

Scope: General Contractor
Fluor provided General Contractor construction services for two 60 MW, 250,000-square-foot data centers. We provided preconstruction, value engineering, constructability reviews, and program level execution, as well as supply chain cost and schedule optimization. Approximately 50 Fluor data center resources were engaged to complete this project, and we worked with local government to facilitate housing for transient workers.

Scope: Construction Management
Fluor provided construction management for two 60 MW data centers on single campus. The centers were staged six months apart and were 250,000 square feet each. We provided preconstruction, value engineering, constructability reviews, and program level execution, as well as supply chain cost and schedule optimization. There were approximately 100 Fluor data center resources used to complete this project, and we worked with local government to facilitate housing for transient workers.

Thor Solberg
Data Centers Market Leader
Thor Solberg is a seasoned project and construction leader with over 35 years of experience on international construction projects in more than 15 countries. He has over a decade of experience in hyperscale data centers, constructing three hyperscale data centers in Finland and the Netherlands. Most recently, he served as Nordics regional director, responsible for 15 hyperscale datacenter campuses spread across the four Nordic nations.

Kevin D. Anderson
Executive Operations Director, Americas
Kevin D. Anderson has 21 years of project management experience in multiple industries including data centers, semiconductors, manufacturing, mining, and government. He recently led the delivery of a two-story 60 MW hyperscale data center that won the Construction Users Roundtable (CURT) Project Excellence Award. His experience includes project management, project controls, engineering, and business development, managing GMAX, target price, cost reimbursable, and lump sum projects ranging up to $20+ billion.

Stuart Mosby

Stuart Mosby has more than 30 years of experience working on a wide range of international projects, predominantly in engineering and construction management for the advanced technologies (semiconductor, data centers, and photovoltaic facilities), life sciences, high-tech manufacturing, and infrastructure industries. He is adept at working in a collaborative manner with a can-do attitude, building relationships at all levels of the project.

Brian Burns
Regional Operations Executive
Brian Burns has more than 30 years of experience in the data center, mission critical, life sciences, and aviation industries. His responsibilities include business strategy planning, forming, and leading preconstruction and site operation teams with overall accountability of project site HSE, scope, schedule, cost, and quality. His data center build experience, coupled with his extensive work history of executing in the United States, will provide a reliable single-point-of-accountability for any project.

Andrew Mahaffey
Executive Director, Design Engineering
Andrew Mahaffey is a professional engineer with 25 years of experience in engineering, procurement, and construction project execution and serves as the engineering director and manager for data center projects within Fluor’s Advanced Technologies & Life Sciences (ATLS) business line. His previous roles include 15 years of design, construction, and startup of power generation facilities; business line lead for Fluor’s ATLS Multi-Projects Group®, focused on driving cost and schedule efficiency on small to medium-sized projects through shared lean execution strategies; and department manager and technical director responsible for the instrumentation and controls (I&C) and electrical engineering departments within the central engineering group, where he supported ATLS, Infrastructure & Power, Energy Solutions, Mining & Metals, and Industrial Services.
