Chairman and Chief Executive Officer
David E. Constable serves as chairman and chief executive officer of Fluor Corporation. He was appointed CEO in January 2021 after serving as a member of Fluor's board of directors and became chairman of the board in May 2022. Mr. Constable brings 30 years of insight into Fluor's business, strategy and operations, having held various leadership roles within the company from 1982 to 2011 before returning as a member of Fluor's board of directors in 2019.

Joseph L. Brennan serves as executive vice president, chief financial officer (CFO) of Fluor Corporation. As CFO, Mr. Brennan leads Fluor’s finance, audit and investor relations functions. He is also responsible for real estate and office services. Since joining Fluor in 1991, Mr. Brennan has performed financial management positions of progressive responsibility in North, South and Latin America and Europe.

Jim Breuer is the group president of Fluor’s Energy Solutions business, responsible for global operations and business development in the energy markets, including a special focus on the energy transition. These markets include energy production, fuels, refining, liquefied natural gas (LNG), chemicals and nuclear project services. Before this role, Mr. Breuer served as president of the downstream business line within Fluor’s Energy & Chemicals business group. He has more than 27 years of experience in the EPC industry in a variety of markets including downstream, upstream, petrochemicals, mining and power.

Al Collins serves as group president of corporate development & sustainability for Fluor Corporation. Having joined Fluor in 1994, Mr. Collins has more than 28 years of experience in various business development, corporate planning, engineering, procurement and construction management positions. Prior to his current assignment, Mr. Collins held various leadership positions for Fluor’s Energy & Chemicals business, including SVP of global operations, SVP of global business development as well as VP of operations in Europe, Africa and the Middle East.

Thomas D'Agostino serves as group president of Mission Solutions for Fluor Corporation. In this role, Mr. D'Agostino oversees the sales and delivery of high-value technical solutions to government agencies, including the U.S. Departments of Defense, Energy and Homeland Security, the National Nuclear Security Administration and Canadian Nuclear Laboratories. Mr. D'Agostino joined Fluor in 2013 as the senior vice president of strategy and development for Fluor's government business. Mr. D'Agostino has more than 35 years of executive, leadership, management and operational experience in a wide variety of government-related fields.

Stacy Dillow is executive vice president, chief human resources officer for Fluor Corporation, leading the company’s global Human Resources organization. She is responsible for global HR strategy and operations as well as attracting, developing and retaining talent to build a globally diverse and inclusive organization. Previously, Ms. Dillow spent two years with Unilever, a multinational fast moving consumer goods company, as the head of supply chain transformation for Southeast Asia and Australasia. Prior to joining Unilever, she spent nearly 22 years at Fluor, holding a variety of global leadership roles.

Mark Fields is the group president of project execution for Fluor Corporation, responsible for major projects, engineering and technology, project controls, quality, supply chain, construction, risk, health, safety and environment (HSE) and security. Prior to assuming his current position, he was group president of Energy & Chemicals, with global oversight for business development and operations in the upstream and downstream oil and gas markets as well as the chemical and petrochemical industries.
Since joining Fluor in 1981, Mr. Fields has held a variety of roles globally in project and construction management, project controls, estimating, materials management and commissioning and start-up management.

Prior to being named chief legal officer, Mr. Reynolds served as the vice president and senior managing general counsel with lead responsibilities for the law group supporting Fluor’s Energy & Chemicals, Infrastructure, Mining, Industrial Services, Global Services (Stork and TRS), Construction and Fabrication and Procurement segments.

Robert C. Taylor serves as the senior vice president, chief information officer of Fluor Corporation, with global oversight for IT enterprise operations, cyber security, project execution systems, digital transformation, data analytics, enterprise architecture and enterprise applications. In 1986, Mr. Taylor joined Fluor Australia's mining business and led the implementation of computer aided design. Since 1992, Mr. Taylor has held a variety of global IT leadership management positions, including director of applications management, director of IT operations and infrastructure, director of IT strategy and technical director for Fluor's ERP implementation.

Terry Towle serves as group president of Urban Solutions for Fluor Corporation, with global oversight for business development and operations for the advanced technologies & life sciences, infrastructure and mining & metals markets and TRS Staffing Solutions, a Fluor subsidiary. He previously was group president of Infrastructure & Power. With more than 35 years served in the industry, Mr. Towle brings extensive experience in design-build, program management, lump sum, public-private partnerships (P3) and self-perform execution.
