John Harrower

Executive Vice President,
Chief Risk Officer


John Harrower serves as Executive Vice President, Chief Risk Officer for Fluor Corporation. With oversight of Fluor’s global risk management strategy and Corporate Risk group, he is responsible for ensuring that we proactively identify, assess and mitigate risks across our global operations as well as enhance commercial acumen for Fluor’s business deals.

John has led our Corporate Risk organization since 2021, and prior to this, he was President of the Upstream & Pipelines business line within the Energy Solutions business segment, focusing on the operations of global onshore, offshore and pipeline projects. He also had board oversight of COOEC-Fluor Heavy Industries located in Zhuhai, China.  

With more than 34 years of experience, John brings deep expertise in risk, project management, strategy, business and operations from a diverse career across upstream, pipelines, infrastructure and power, including project roles. He first joined Fluor in 1998 and held positions in project management and supply chain for a variety of energy and chemicals and infrastructure projects. From 2006 until his return to Fluor in 2016, John held a variety of executive leadership positions focused on building and enhancing business performance in the upstream sector. This included instituting project management, commercial awareness and risk protocols to ensure business performance.  

John received executive coaching at Rice University. He holds a bachelor’s degree in economics from Mansfield University and completed Master of Business Administration coursework at the University of Utah.
