Fluor provided engineering, procurement and construction management services for Vale Inco (formerly Inco Limited) to refurbish the Clarabelle mill. The refurbishment allowed the mill to treat all ores from Inco's Sudbury mines without loss of production.

New facilities included a 32-foot semi-autonomous grinding (SAG) mill with 11,000 horsepower drive, 1,350-cubic-foot flotation cells (demolished old cells), a materials handling system complete with a 12,000-ton ore silo, the conversion of two rod mills to ball mills and an extensive revamp of existing facilities.

As part of the mill rationalization scheme, the Clarabelle mill capacity was increased from 24,000 tons per day to 40,000 tons per day, and the facilities in three concentrators were rolled into one plant.
