Director since 2026, James F. (Frank) Caldwell Jr. is a member of the Audit and Governance Committees.

Frank retired from the U.S. Navy as Admiral in 2024 following a distinguished 43-year career. He served as the Director of the Naval Nuclear Propulsion Program (NNPP) from 2015 to 2024 where he oversaw the safe, reliable operation of the U.S. Navy's nuclear-powered submarine and aircraft carrier fleet. 

He played a significant role in strengthening international naval nuclear propulsion cooperation, including advancing collaboration with the United Kingdom and establish the framework supporting Australia's acquisition of conventionally armed, nuclear-powered submarines under the AUKUS partnership. Prior to leading the NNPP, Frank commanded USS Jacksonville (SSN 699) and the U.S. Pacific Fleet Submarine Force.

He currently serves on the Boards of Entergy Corporation, the Severn Leadership Group, and Acushnet Offshore Systems.  He is on the Strategic Advisory Panels for Uranium Energy Corporation and Rhoads Industries, and consults on shipbuilding, nuclear and defense related issues.
