Executive Summary
Fluor provided construction management services for the build-out of two 720-megawatt, coal-fired units at Florida Power Corporation's Crystal River power generating station.
This highly successful project was completed at a cost of $840 million, realizing over $30 million in capital savings under the original estimate.
Client's Challenge
Our scope of work consisted of construction management support for Florida Power and site services for this grassroots project. The Black & Veatch-designed units used Babcock & Wilcox boilers and General Electric turbines. The units were originally rated at 640 megawatts, but because of the plant's consistently good generating record, they were later upgraded.

Fluor's Solution
Construction work included erection of the boilers, turbine structure and precipitation chimneys as well as cooling towers; water intake and discharge; coal storing and handling facilities; access roads and a railroad spur track; and infrastructure.
We negotiated and managed a project labor agreement on behalf of Florida Power and enforced the agreement for all contractors on site. In conjunction with the owner's project team, we worked to develop and manage all contracts, planned and scheduled the work and provided cost control.
In addition, we assumed completion of work on two civil and mechanical contracts to assure schedule compliance. Our manpower peaked at 1,076 craft workers.

Conclusion
Unit 4 went into commercial operation in December 1982, and Unit 5 went into commercial operation in October 1984.
