Executive Summary


Fluor provided procurement, commissioning, construction and construction management services for Energy Transfer Partners' Mariner East 2 project at the Marcus Hook Industrial Complex, a world-class terminal owned by Energy Transfer subsidiary Sunoco Partners Marketing & Terminals on the Delaware River in Pennsylvania. Upon completion of new terminal facilities to store, chill, process and distribute propane, butane and ethane for domestic use and export, Mariner East 2 was anticipated to provide up to an extra 275,000 barrels per day of natural gas liquids (NGLs) for distribution.

Client's Challenge


The Marcus Hook Industrial Complex includes terminal and storage assets and related commercial agreements. The facility can receive NGLs via marine vessel, pipeline, truck and rail and can deliver via marine vessel, pipeline and truck.

The Marcus Hook Industrial Complex served as an off-take outlet for the Mariner East 1 system. The Mariner East project transported NGLs from Western Pennsylvania, West Virginia and Eastern Ohio to destinations in Pennsylvania, including the Marcus Hook Industrial Complex. The project footprint covered 19 acres.

Fluor's Solution


We constructed new terminal facilities for the Mariner East 2 project at the Marcus Hook Industrial Complex. Upon completion, Mariner East 2 was anticipated to provide 275,000 barrels per day of NGLs for distribution to local, regional and international markets.

The Mariner East 2 project comprised the following major elements:

  • Four product storage tanks (by third party)

  • Refrigeration equipment

  • Dock-mounted load-out equipment and piping modules (by third party)

  • Dock rehabilitation

  • Substation (by third party)

  • Two incoming feeders from the new substation

  • New firewater supply and distribution system

  • In-plant pipe runs and supports

  • Incoming pipeline for NGL feedstock

  • Electrical and instrumentation

  • Cooling water tower

  • Flare system

Fluor, the client and contractors used our project-wide communication platform Fluor Site Connect℠ to access key information throughout the project site, contributing to a largely paperless jobsite.

More than 2,200 craft personnel supported the project representing Fluor, building trades and local unions. Our direct-hire craft peaked at 196 in November 2016, and our staff peaked at 143 in January 2017.

Our offices in Houston, Texas, Greenville, South Carolina and Manila, Philippines, supported the project.

Conclusion


We provided procurement, commissioning and construction services as part of an integrated solutions approach for Energy Transfer Partners’ Mariner East 2 project at the Marcus Hook Industrial Complex in Pennsylvania. Upon completion, Mariner East 2 was anticipated to provide 275,000 barrels per day of NGLs.
