General Overview

FEMA's Office of Response and Recovery (ORR) has a mission to provide guidance, leadership, and oversight to build, sustain, and improve the coordination and delivery of support to citizens and state, local, tribal and territorial governments to save lives, reduce suffering, protect property and recover from all hazards.

The Recovery Directorate within ORR has a mission to provide survivors and communities recovering from disasters with grants and resources that are easy to access, simple to understand, and outstanding in their helpfulness. Within the Recovery Directorate is FEMA's Public Assistance (PA) Division which has the specific mission of providing assistance to applicants (state, tribal and local governments, and certain types of private nonprofit (PNP) organizations) so that communities can quickly respond to and recover from major disasters or emergencies declared by the President.

Fluor has been selected to provide recovery services to Zone 1 of the Public Assistance Division's Technical Assistance Contracts IV (PA-TAC IV). This is part of a new approach by FEMA to align PA-TAC IV contractors with one of three geographical zones to more effectively provide resource support. The Fluor contract includes the zone that extends from along the Atlantic Coast to the Gulf Coast including 19 states and the District of Columbia.


The FEMA PA TAC IV contract provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private non-profit (PNP) organizations.

The contract also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process, coordinating project formulation, providing professional customer service via direct communication with sub-grant recipients, and inspecting disaster related damages.

FEMA PAC IV provides general types of professional skills to include project management, construction management, construction inspection, and engineering (structural, electrical, mechanical, geotechnical, architectural, civil, and hydrological).
