To calculate Fluor's baseline global carbon footprint, the company selected an "operational control" Greenhouse Gas Protocol (GHG) approach. The GHG Protocol is a partnership between the World Resources Institute and the World Business Council for Sustainable Development and is the most widely used international accounting tool used to understand, quantify, and manage greenhouse gas emissions. The baseline year for the corporation is 2006.

Every carbon footprint assessment begins with a careful definition of a company's emission boundary. Fluor's carbon footprint boundary encompasses GHG Protocol emission sources including:
- All Fluor offices, both owned and leased, where Fluor conducts core activities. Client project sites are defined as outside of the corporate boundary.
- All Fluor air travel.
- All owned or leased vehicles used specifically on-site within the defined facility boundaries.
On a global basis, Fluor included all GHG Protocol emission source categories:
- Scope 1 - Direct emissions onsite (natural gas for heating/hot water, fleet)
- Scope 2 - Indirect emissions (electricity usage)
- Scope 3 - Emissions generated from air travel

Fluor's 2009 Baseline Carbon Footprint indicated that electricity constituted the largest emissions source category, followed by air travel.
