LLC Tobolsk-Polymer, Polypropylene (PP) Production Complex

SIBUR and Fluor created an integrated project management team to manage the project. Fluor was principally responsible for initial conceptual design of the complex, as well as initial front-end engineering and design of the utilities, infrastructure, and offsites. Fluor also assisted Tobolsk-Polymer in selecting the PDH and PP technology licensors and FEED/EPC contractors and provided program management services during FEED/EPC execution.

The PP complex will produce 500 kta of polypropylene by converting propane to propylene using Ineos Innovene technology and UOP Oleflex™ technology for the PP production. The complex is located at SIBUR's petrochemical production site in Tobolsk and is integrated in existing production chains.

Client's Challenge

SIBUR's Tobolsk-Polymer uses world leading technologies to produce propylene and polypropylene by leveraging its propane feedstock, energy resources, advantaged production costs and the sharing of available infrastructure at its Tobolsk-Neftekhim production site to generate attractive economic and financial returns to the stakeholders.

Program and project management services were required for planning the complex configuration, licensor selection, technology package preparation, FEED contractor selection, FEED and EPC stages.

The site is in a remote Western Siberian area on the river Irtysh, which is inaccessible for 10 months a year. The main logistic routes are rail and, to a lesser extent, roads. Weather conditions include severe cold and polar conditions, although summers can be very warm.

Fluor's Solution

An integrated project management team comprised of SIBUR and Fluor planned and managed the project . Fluor's initial responsibilities included conceptual design of the complex, as well as initial front-end engineering and design of the utilities, infrastructure, and offsites.

Fluor assisted SIBUR in selecting the PDH and PP technology licensors and FEED/EPC contractors and provided program management services during FEED/EPC execution. SIBUR managed the construction.

Conclusion

The integrated management team approach was successful in taking the project from process configuration into EPC. Fluor dealt with challenges that included language barriers, complicated design issues, authority requirements, dispersed execution locations, and complex project planning issues to ensure that the Client could obtain its final project goals.
