For the U.S. Navy’s plan to centralize its Pearl Harbor Naval Base operations, Fluor provided infrastructure improvements at Ford Island in historic Pearl Harbor, Hawaii. These upgrades preserve the island’s unique legacy, while also modernizing base facilities to improve efficiency.

The U.S. Navy required site improvements at Ford Island to provide centralized Naval operations within the historic Pearl Harbor. The Navy needed improvements to enhance efficiency, modernize facilities, and reduce maintenance costs and congestion at the base. In addition, the client requested the renovation of a 60-year old movie theater into a state-of-the-art meeting and conference center. The 21,000-square foot facility is the centerpiece of an effort to renovate and improve the Ford Island site into a world-class government installation. The challenges included recruiting and hiring local labor in the area.

Fluor provided engineering, procurement, and construction services to redevelop the site. The development included upgraded telecommunications systems, new roads, a new sewage collection system, two telecommunications facilities, and a state-of-the-art conference center. Fluor worked closely with the Navy on its Master Plan for the island to ensure the Historic Preservation issues were properly addressed. Almost 90 percent of the movie theater, which was listed on the National Register of Historic Places, was demolished and restored again.

Local subcontractor firms with experience working in the area were hired to provide services on the project. To address potential craft labor shortages, Fluor formulated and negotiated the first-of-its-kind Aloha Stabilization Agreement to unite the union and nonunion labor forces, which ensured work-force stability, fair labor practices, and uniform working conditions.

The Ford Island project resulted in a modernized, efficient site for the U.S. Navy’s Pacific operations. When Fluor’s engineering and construction work was complete, Ford Island’s infrastructure was optimized with new roads, utilities, and sewer collection systems. The renovated conference center featured state-of-the art facilities, while maintaining the original appearance of the historic movie theater. Additionally, the Helmets to Hardhats program was used on the Ford Island project. This federally funded program helped former military personnel transition to civilian life by working with trade unions to train personnel for careers in the construction or the services industry.
