A cornerstone of Fluor's service to clients is our commitment to provide contract services with an owner's perspective. We structure contracts, fees and services to meet the unique needs of each client.

We offer turnkey project services, as well as contracts that are structured to help clients quantify and manage financial and other risks associated with the engineering, procurement, construction and commissioning of their facilities. Options range from fixed-price, lump-sum contracts to cost-plus and other options. Work can be performed on a reimbursable, time and material basis, or a commercial package can be structured using an incentive-fee program. A detailed description of the following services is provided below:

Engineering

At Fluor, we believe that no competitor is better at moving a plant from the conceptual design phase to the grid. The strength of our engineering team is a benchmark for the industry, with expertise in every major type of fossil-fueled power generation. Because we are a full-service EPC and commissioning provider, our clients enjoy the benefits of the full and early involvement of engineering on a project. This approach helps drive the entire project forward with the objective of delivering maximum time, cost and performance benefits for the client. Fluor engineers have led the industry in the use of technology in engineering, including advanced three-dimensional, computer-aided Plant Design Systems. The use of these systems provides for greater accuracy, thereby reducing the need for surplus materials and construction rework.

Reference Plant Designs

Fluor has developed a series of reference plant designs reflecting both the state of the art and the accumulated experience of the Fluor team. These designs can save time in obtaining the licenses required to operate a plant, reduce capital costs and promote shorter schedules.

Even though these are reference designs , they are available in sizes best suited to the client's needs and to various market and site conditions. These designs can be adapted to offer flexibility for output capacity, equipment manufacturers and other client preferences.

Procurement

Fluor's procurement experience provides our clients with a solid advantage in the purchase of materials and components that are critical to the successful execution of power projects.

Clients benefit from Fluor's total purchasing power that has averaged $4 billion per year for the past ten years. Thus, on each working day, we purchase an average of $17 million of equipment, materials and services.

Fluor's Differentiated Approach to Procurement Includes:

  • A strong worldwide team of professional fabrication expeditors, inspectors and transportation and logistics specialists.
  • Fluor's strong knowledge of international suppliers and market trends has helped reduce project costs. Fluor is continuously tracking the pricing of major commodities and the associated impact on equipment and material pricing.

Recent Procurement Experience for Power Projects in Iraq

Fluor's power-related procurement skills were recently highlighted in post-war Iraq. Fluor procured, transported and installed the equipment associated with 6 new power generating facilities. These facilities provide a total of 431MW of additional power for the country. They were completed in a highly compressed time schedule under extremely difficult conditions.

Fluor also installed 92 new power transmission towers in Iraq, repaired 127 damaged transmission towers and installed 427 miles of 400KV transmission cables. Fluor transported 500 tons of gas turbine equipment, 450 tons of structural steel, 42,000 feet of pipe and 61 SCADA cabinets.

Construction

At the core of Fluor's construction expertise is our experienced, global construction management team. The breadth of Fluor's construction experience in the power sector is arguably the strongest in the industry. We place considerable emphasis on the hiring, recruiting and training of craft workers and other labor resources. Our experience enables us to achieve success in all labor markets. The focus, in all cases, is to complete projects safely, and in a timely and cost-effective manner.

Construction Technology: We use state-of-the-art, on-site project automation tools and work practices to improve quality and efficiency, and to provide the highest level of safety.

Examples include:
  • InSequenceSM, our construction-focused execution planning and work sequencing simulation tool.
  • CompleteItSM, an integrated construction planning and turnover management tool.
  • NEWS V6SM, an enhanced nondestructive examination and weld history tracking system utilizing the latest in mobile computing capabilities.
  • Concrete maturity sensing technique that determines the real time, in-situ concrete strength.
  • Radio Frequency Tagging (RFT), for material tracking and warehousing.

Flexible Labor Environment: Our ability to operate in any labor environment allows Fluor to tailor a specific approach that optimizes schedule and minimizes cost to help achieve the client's objectives. We are equally strong performing as either a direct-hire contractor or as a construction manager. We maintain strong subcontractor relationships by taking proven specialty subcontractors and then developing SRAs with them. We then continuously monitor their performance to create value for our clients.

World-Class Safety: As one of the world's safest contractors, Fluor's performance helps to protect our workers and save our clients money. Our OSHA recordable rate is 14 times better than the national average. Fluor's culture of safety has resulted in a Lost Workday Case incidence rate that is 50 times better than the industry national average. This safety ethic has a strong, positive impact on all aspects of the project.

Constructability Reviews: Fluor utilizes early construction involvement in the project's conceptual and design phase to perform constructability reviews that save our clients time and money by anticipating, identifying and solving potential project pitfalls.

Our projects that fully implement this constructability process typically see:
  • Benefit to Cost Ratios of at Least 10:1
  • Cost Savings of 4 to 6 Percent Based on TIC (Total Installed Cost)

Commissioning

Fluor's commissioning team provides comprehensive testing, commissioning and start-up services for power generation facilities. We deliver these services in a stand-alone manner or as part of our EPC contracts. In the past several years, Fluor has successfully commissioned more than 24,700MW of new capacity.

Operations & Maintenance

Fluor is one of the largest providers of operations and maintenance (O & M) services to the U.S. Power industry according to Engineering News Record (ENR) magazine. Fluor has held the #1 or #2 spot for seven consecutive years. We now provide O&M services for almost 80 power plants.
