About Operations and Maintenance
Fluor provides operations & maintenance (O&M) services to chemical plants, refineries, power stations, manufacturing facilities and other industrial and commercial operations worldwide. Our full range of plant services includes startup and commissioning, plant and facility maintenance, technical training, operations support, small capital project execution, turnaround and outage support, facility management, plant engineering, and asset optimization. As one of the largest O&M service providers, we have nearly 10,000 technical and craft personnel working on more than 200 sites worldwide. Our safety record is among the industry's best, as demonstrated by our Lost Workday Case rate, which is 50 times better than the U.S. industry average. Our PlantREADYSM technology suite helps clients reduce capital project startup costs, improve plant equipment reliability, reduce total maintenance costs, and maximize long-term productivity and profitability. PlantREADY adds value through three distinctive service offerings - UpFRONTSM start-up services for new plants and facilities, BestPLANTSM asset productivity programs for existing plants and facilities, and ReLLianceSM performance contracts for maintaining long-term operational performance. O&M also offers turnaround and outage support services through our subsidiary, Plant Performance Services LLC (P2SSM). Accelerate Startups for Expansions and New FacilitiesOur UpFRONT start-up planning and implementation technologies help accelerate start-up activities for new production facilities by bridging the transition between project completion and ongoing operations. UpFRONT complements the traditional EPC (engineer-procure-construct) process by managing the integration of all crucial start-up activities including those that fall outside of the EPC work scope. With UpFRONT, clients can reduce risks inherent with bringing new capital programs online and expedite return on investment. UpFRONT coordinates operating strategies, commissioning and start-up activities, system turnover schedules, organizational preparedness, employee training, health, safety and environmental (HSE) procedures, and quality certifications. Additionally, UpFRONT promotes early implementation of maintenance best practices to help reduce total cost of ownership and maximize project life cycle value. Optimize Performance of Existing Plants and FacilitiesOur BestPLANT assessment and benchmarking process optimizes performance of existing plants and facilities through application of proven work process improvements and maintenance best practices. By benchmarking your plant's operating performance, we identify step-change improvement opportunities and develop high-value implementation options. Over the past five years, BestPLANT has contributed to more than $200 million in documented savings and value creation for our clients. BestPLANT begins with an assessment process to establish a baseline business case for existing operations. During this assessment, we use our AP IndexSM benchmarking procedure to measure a plant's operating performance in seven performance-critical categories. Depending upon the results of the assessment, we recommend a range of options for implementing an improvement program including technology support, supplemental craft and technician services, or total asset management and maintenance program execution. Sustain Performance Levels in an Alliance EnvironmentOur ReLLiance services leverage our UpFRONT and BestPLANT technologies to create sustainable, long-term performance in an alliance environment. Under ReLLiance, we jointly develop proactive implementation plans with our clients to achieve highly reliable and cost-effective asset productivity solutions. ReLLiance solutions typically have a multi-year time horizon and may range from provision of select technology services to total program management and execution. We link our ReLLiance solutions to pay-for-performance commercial arrangements that motivate our site teams to execute in alignment with desired business objectives. Over 60 percent of our new contracts today include performance contracting components, which are typically based on achieving agreed upon safety, cost, productivity, and quality goals.
