Procter & Gamble Arrowhead Project
Cape Girardeau, Missouri
Fluor is nearing completion of the installation of a new TAD machine and support facilities as part of a tissue/towel expansion project at Procter & Gamble's (P&G) facility in Cape Girardeau, Missouri.
- Fluor was awarded the EPC lump-sum contract in January 2003 to construct the new machine on the heels of a major expansion led by Fluor and completed 5 years ago at Cape Girardeau which then included two new machines and converting systems at an investment of approximately $350 million.
- The addition of the new machines at Cape Girardeau continues the growth of P&G's tissue/towel business following the EPC installation by Fluor of two new machines and converting lines in Albany, Georgia.
- The new machine and converting lines at Cape Girardeau will together add approximately 80,000 tons of annual capacity.
- Engineering for the machine started in January 2003, with initial construction starting the Spring of that year.
- Engineering for the machine was executed from Fluor's Greenville Office, with technical support from Cincinnati. Procurement was led by Fluor's Procurement group in Greenville.
- Fluor employed a design-build subcontractor for the design and erection of converting and warehousing facilities, and constructed the machine, process, and building using a combination of self-perform resources and local subcontractors on a merit-shop basis.
- Construction is scheduled to be completed in July 2004, with operation of the new machine projected for the second half of 2004.

General Motors Blue Macaw Facility
City of Gravatai, Rio Grande do Sul, Brazil
General Motors awarded Fluor design and construction management for GM's Blue Macaw Project.
- The grassroots facility, constructed near the City of Gravatai, Rio Grande do Sul, Brazil, is divided into two parts: General Motors Assembly Plant has the exclusive use of half of the plant; the remaining 50 percent of the facility is dedicated to General Motors Suppliers. This arrangement allows for a streamlined manufacturing facility and further improves delivery practices.
- The earthwork, performed by companies contracted by the State of Rio Grande do Sul, had an initial schedule of three months; however, the work was completed in only 18 months.
- To avoid a delay of the entire project, Fluor had areas released to it as soon as the earthwork was completed to allow construction to proceed. This approach minimized the impact of earthwork on the overall schedule.
- The facility produces a new-style small car named "Blue Macaw." The plant is capable of producing 30 units per hour and capacity can be increased to 44 units per hour.
