The author describes Fluor’s initiative to pursue OSHA’s Voluntary Protection Program (VPP). Fluor and the Occupational Safety and Health Administration (OSHA) have common goals.  Fluor has a passion to build a "STAR" quality health and safety culture, and OSHA is there to help! A "STAR" quality culture requires continuous improvement and visible leadership.  In an effort to expand Fluor's safety leadership role in the engineering and construction community, Fluor accepted an offer to partner with OSHA in Phase 2 of their VPP Corporate Pilot Program.
